No way…! የማለት ወኔ ይኖራቸዋል…?›› የሚለው ትልቅ ስጋት ይመስለኛል፡፡ በተለይ ጉዳዩ የቢሊዮን ዶላሮች ጉዳይ ሲሆን፣ ተፅዕኖው የግል ድርጅቶች ብቻ ሳይሆን የሃያላኑ ሃገራት ኢኮኖሚ ጉዳይ መሆኑ ሃቅ ነውና ያሰጋል።

ስልጣናቸውን ለዶ/ር ቴዎድሮስ ከሚያስረክቡት ከዶ/ር ማርጋሬት ቻን ተመክሮ እንጀምርና፣ ከተመለከትኳቸው ብዙ መረጃዎች መካከል ሚዛን የደፋልኝን፣ በPMC US National Library of Medicine ድረ-ገፅ ላይ፣ Alexander S. Kekulé የተባለው ፀሃፊ ስለዘገበው፣ ስለ ምዕራብ አፍሪካ የኢቦላ ወረርሺኝና ስለ WHO ምላሽ አጠር አድርገን እንመልከት…
‹‹በመጋቢት13፣ 2014 የጊኒ ጤና ሚኒስቴር በሃገሪቱ ስለተከሰተው አስደንጋጭና አዲስ በሽታ በተመለከተ ለWHO እና ለMSF ደብዳቤ ፃፈ፡፡ ከ8 ቀናት በኋላ ወደ ፈረንሳይ ለላብራቶሪ ምርመራ የተላከው ናሙና ውጤት፣ በሽታው ‹ኢቦላ› መሆኑን ይፋ ሲያደርግና MSF ወዲያው ስራውን ሲጀምር፣ WHO ግን ጉዳዩን በጣም በተረጋጋ መንፈስ ከቁብም ሳይቆጥረው ዘገየ፡፡
ዳይሬክተሯ ማርጋሬት ቻን ለጉዳዩ አፋጣኝ ምላሽ ያልሰጡበት ዋነኛውም ምክንያት ደግሞ ከዚህ ቀደም Swine Flu ለተባለውና፣ ያን ያክል አሳሳቢ ላልነበረው በሽታ፣ ከፍተኛ በጀትና የሰው ሃይል፣‹‹የፈጥኖ ደራሽ ግብረ-ኃይል›› መድበው፣በገጠማቸው ከፍተኛ ተቃውሞ፣ ያንን ፈጥኖ-ደራሽ ቡድን ከሌሎች የድርጅቱ ክፍሎች ጋር በመቀየጥ አጥፍተውት ስለነበር ነው፡፡ በዚህም የተነሳ በመጋቢት 2014 ለተቀበሉት ደብዳቤ ምላሽ ለመስጠት እንቅስቃሴ የጀመሩት፣ ከ6 ወራት በኋላ በግንቦት 2015 አጋማሽ ላይ ነበር፡፡
WHO እንቅስቃሴውን በጀመረበት ግንቦት 2015 ላይ በሽታው ከጊኒ ባሻገር በላይቤሪያ፣ ሴራሊዮንና ናይጄሪያ እየተዛመተ መሆኑ ዜናው ደረሰ፡፡ ጊኒ ተጨማሪ ምላሽ ስትጠብቅ ከ9 ሰዎች ያልበለጠ የበሽታው ተጠቂዎችን ስታጣ፣ ላይቤሪያ በአስራዎቹ የሚጠጉ በሽተኞችን ለይታ በማስቀመጧ ተጨማሪ አደጋን ለመቆጣጠር ስትጥር፣ ናይጄሪያ በአውሮፕላን ማረፊያዋ ላይ ያገኘችውን አንድ በሽተኛ አግታ ራሷን ስትቆጣጠር፣ ሴራሊዮን ደግሞ የአሜሪካውን Metabiota: Virus Hunter ድርጅት በመቅጠር አሰሳ አሰርታ፣ ቫይረሱ በሃገሯ ባለመገኘቱ ግንቦት 25፣ 2015 ራሷን ‹‹ከኢቦላ-ነፃ›› ብላ ስታውጅ፣ አሁንም WHO ትርጉም ያለው እርምጃ አልወሰደም ነበር፡፡
ይህ በእንዲህ እንዳለ፣ ራሷን ‹‹ከኢቦላ-ነፃ›› ብላ ያወጀችው ሴራሊዮን፤ ከ3 ሳምንታት በኋላ በመቶዎች የሚቆጠሩ ዜጎቿ በቫይረሱ ተይዘው ትልቅ ችግር ተፈጠረ፡፡ ሴራሊዮን ከቫይረሱ መፈንዳት ባሻገር፣ ህዝቡ በፖለቲካዊ አመለካከቱ የተዛባ ስለነበር መንግስትን ‹‹እርዳታ ለማግኘት ብሎ ነው እንጂ በሽታው የለም›› በሚል ማስጠንቀቂያዎችን ባለመስማቱ ሃገሪቱ ትልቅ ችግር ውስጥ ገባች፡፡
እንዲህም ተፈጥሮ፣ WHO ወደ እርምጃ ለመግባት ተጨማሪ ሁለት ወራት ወሰደበትና በመጨረሻ በሃምሌ 2015 ላይ ዶ/ር ማርጋሬት፤ኢቦላን PHEIC (Public Health Emergency of International Concern) ብለው በማወጅ ወደ ስራ ገቡ፡፡ ነገር ግን ይህ እስኪሆን ድረስ ሃገራቱ የሰው ህይወት፣ የኢኮኖሚና የፖሊቲካ ኪሳራ ውስጥ ገብተው ብዙ ዋጋ ከፈሉ፡፡ ከ WHO መዘናጋት በተጨማሪ ደግሞ፣ ሃገራቱ የበሽተኛቸውን ቁጥር አሳንሰው በመዘገብና ‹‹በቁጥጥር ስር አውለነዋል›› በማለት የሚለቁት የውሸት ሪፖርት፤ሌላኛው ትልቁ የአደባባይ ውርደት ነበር፡፡ ጦማሪው አሌክሳንደር ቃል-በቃል እንዲህ ይላል...
‹‹The government of Conakry, Monrovia, and Freetown for their part had no interest in being burdened with travel and trade restrictions. Hence, they delivered spuriously low case numbers to Geneva for months and declared the situation as being under control. The common interest of local governments and WHO representatives to play down the problem resulted in fatal negligence, for which the affected countries, and the rest of the world, had to pay a high price in the following months.››
መግቢያችን ላይ ስለ ዶ/ር ቴዎድሮስ ብቃት በመቃወም ፊርማ ሊያሰባስቡ የሞከሩት ወገኖች፣ አካሄዳቸው አያምርም እንጂ፣ በሆነች ቀጭን መሰረት ላይ እንደተንጠለጠሉ ግልፅ ነው፡፡ ሌሎች ዓለም-አቀፍ ሚዲያዎችም በዶክተሩ የሃገር ውስጥ የወረርሺኝ ቁጥጥር ስኬታቸው ላይ አንዳንድ መሰረታዊ ጥያቄዎችን ማንሳታቸውም ይታወቃል፡፡ በተለይ ስለ ኮሌራው ወረርሺኝ በኢትዮጵያ መንግስት (ጤና ጥበቃ ሚኒስቴር) ይወሰድ ስለነበረው ደካማ እርምጃ…! እኔም በዚህ ጉዳይ ላይ እስማማለሁ…!
በመጀመሪያ ጉዳዩን በጠቅላላው ስናየው፤ የኢትዮጵያ መንግስት በየትኛውም መስፈርት በረሃብም ይሁን በወረርሺኝ የዜጎችን መሞት በገሃድ ያለማመን ትልቅ አባዜው አዲስ አይደለም፡፡ እኔም በብዙ የመስክ ስራዎቼ ላይ እንዳስተዋልኩት ‹‹ሞት›› በሚለው የጤና ጥበቃ ሪፖርት ላይ ‹‹ዜሮ››ን መመልከት አዲስ አይደለም፡፡ ዋነኛ ዓላማው የሃገርን ገፅታ መጠበቅ ይሁን ከፖለቲካዊ ኪሳራ ራስን መጠበቅ፣ ፍርዱን ለህዝብ እንተወው፡፡
በእርግጥ ማንኛውም መንግስት የትኛውም ወረርሺኝ ሲከሰት የሚወስዳቸው እርምጃዎች አሉ፡፡ እንደ አንድ ሉዓላዊት ሃገር መጀመሪያ በራሱ ለመቆጣጠር መሞከር፣ ካቃተው ደግሞ አሉ የተባሉትን አጋዥ ድርጅቶችን እርዳታ መጠየቅ፣ ወዲያውም ለህዝብ ይፋ ማድረግ። ይህ የራሱ የጊዜ ቀመር ሊኖረው እንደሚችል መገመት ቢቻልም፣ የሃገራችን የጤና ጥበቃ ሚኒስቴር በተገቢው መንገድ እርምጃ ወስዷል፣ በተገቢው ጊዜ የሌሎችን እርዳታ ጠይቋል፣ በተገቢው ጊዜ ለህዝብ ይፋ አድርጓል… ማለት ዘበት ነው፡፡
ዶ/ር ቴዎድሮስ በተለያዩ ሚዲያዎች በትችት ስለተነሱበት የመጀመሪያው የኦሮሚያ የኮሌራ ወረርሺኝ ጠለቅ ብዬ ስለማላውቅ እሱን ልተወውና፣ ባለፈው ዓመት በአዲስ አበባ ስለተከሰተው የኮሌራ ወረርሺኝና በመንግስት በኩል ስለነበረው የተሳሳተ እርምጃ የማውቀውን ያህል ልናገር፡፡ በወቅቱ በአዲስ አበባ በሽታውን ለመቆጣጠር እርዳታ የተጠየቀው የMSF ሰራተኛ የነበርኩ ከመሆኔ አንፃር፣ መንግስት የተሳሳተ እርምጃ ከወሰደባቸው ነገሮች አንፃር አንደኛውና፣ በዚህኛውም ሆነ በቀደመው የወረርሺኙ ዙር ወቅት በሽታውን ‹‹አጣዳፊ ተቅማጥና ትውከት›› ብሎ የመጥራቱ ነገር በጣም አስቂኝ ነበር፡፡ ይህን ወረርሺኝ ለመቆጣጠር በየጤና ተቋማቱ ይዘረጉ የነበሩት የህክምና ጣቢያዎች ዓለም-አቀፋዊ ስማቸው CTC (Cholera Treatment Center) ሆኖ ሳለ ‹‹አጣዳፊ ተቅማጥና ትውከት፡ AWD: Acute Watery Diarrhea›› ማለቱ ብቻ በራሱ ትልቅ ጥያቄ ነው፡፡
ሁለተኛው ደግሞ፣ መንግስት (በዶ/ር ከሰተብርሃን አድማሴ የሚመራው ጤና ጥበቃ ሚኒስቴር) ባለፈው ዓመት የተከሰተውን የኮሌራ ወረርሺኝ፣ ወዲያው ይፋ ማድረግና አፋጣኝ ዓለም-አቀፋዊ እርዳታ መጠየቅ ሲገባቸው፣ጭራሽ በየጤና ተቋማቱ የመቆጣጠሪያና የማከሚያ ድንኳናት እንዳይተከሉ፣ እንዲሁም ለማንኛውም የውጪም ሆነ የሃገር ውስጥ የዜና ምንጮች መረጃ እንዳይሰጥ ክልከላና ቁጥጥር ማድረጋቸው በራሱ ተገቢ አልነበረም፡፡ የአንድ ሰው ህይወትም ቢሆን ዋጋ አለውና፡፡
ይህን ውሳኔ በሌላ በኩል ስናየው ደግሞ፣ ወረርሺኙን በፍጥነት ይፋ ያለማድረጋቸው መሰረታዊው ዓላማ፣ በሽታውን መቆጣጠር እስከተቻለ ድረስ፣ ዜናውን ማሰራጨቱ በህብረተሰቡ ውስጥ ሊፈጠር የሚችለውን ፍርሃት፣ በሃገራችን ገፅታና ኢኮኖሚ ላይ ሊደርስ የሚችለውን ጉዳት ከመታደግ ሊሆን እንደሚችል መገመትም ቀላል ነው፡፡ ያም ሆነ ይህ፣ በሽታውም የዋዛ ስላልነበርና ስርጭቱ እየተፋጠነ ስለመጣ፣ እጃቸውን ሰጥተው፣ በየክፍለ-ከተማው ባሉ ጤና ጣቢያዎች ድንኳናት ተተክለውና፣ ስለ በሽታውም (አጣዳፊ ተቅማጥና ትውከት በሚል) ድራማዊ በሆነ መንገድ ጭምር በቂ መረጃ በመገናኛ ጣቢያ እየተሰጠ፣ በአጭር ጊዜ መቆጣጠር ተችሏል፡፡ ይህ ማለት ግን ሂደቱን ትክክል አያደርገውም… ምክንያቱም በነዚያ ቀናት ውስጥ የሞተው ሰው ቁጥር፣ እንኳን ሃቁ፣ መንግስት አምኖ የዘገበውም በራሱ አሳዛኝ ነውና…!
ስለዚህ ዶ/ር ቴዎድሮስም የዚህ ፖለቲካዊ ተፅዕኖ ተካፋይና ዋና ተዋናይ ከመሆናቸው አንፃር፣ አሁን በተመደቡበት ታላቅ ስልጣን ላይ እንዲህ አይነት ‹‹የቤት አመል›› እይዛለሁ ወይም አስተናግዳለሁ ቢሉ፣ ምናልባትም ከዶ/ር ማርጋሬት ቻን በላይ መቼም ሊወጡት የማይችሉት ትልቅ ኪሳራና ውድቀት ውስጥ ሊገቡ ይችላሉና ከወዲሁ ቢያስቡበት መልካም ነው እላለሁ፡፡ ያም ሆኖ ግን ይህ ኪሳራ እንዳይደርስባቸው ምኞቴ ነው…!!! ተስፋዬም ነው…!!!

በእርግጥ ይህ ርዕሰ-ጉዳይ በራሱ በሰፊውና በተለያዩ ማዕዘናት ሊተነተን የሚችል ቢሆንም እኔ በተቻለኝ መጠን ከላይ ባለው መንገድ የግል አመለካከቴን ለመጠቅለል ሞክሬአለሁ፡፡ ነገር ግን ብዙ በጥያቄ የምንተዋቸውን ሌሎች መሰረታዊ ጉዳዮችን መዘንጋት የለብንም፡፡
የዓለም ጤና ድርጅት የመሪው ምርጫ ላይ በዚህኛው ዙር ፊቱን ወደ አፍሪካ ማዞሩ፣ እውነት የፍትሃዊና አህጉራዊ የስልጣን ጠበል-ጠዲቅ ነው ወይስ ሌላ የተደበቀ አጀንዳ ቢኖረው ነው…?
ዶ/ር ቴዎድሮስን ለቦታው እንዲመረጡ ካደረጉ ጠንካራ ጎኖቹ መካከል፤ ‹‹የማህበረሰብ ጤና›› የትምህርትና የስራ ልምድ ባሻገር፣ ‹‹የፖለቲካ ተሳትፎና ልምዳቸው›› ይነሳል፡፡ ነገር ግን ዶክተር ቴዎድሮስም ሆኑ፣ ለውድድር ቀርበው በመጨረሻው ዙር የታጩት በሙሉ፣ ወደዚህ ደረጃ የደረሱት ከሌሎች ተመራጮች በልጠው ተገኝተው ነው… ወይስ ዶክተር ቴዎድሮስ ቀድሞውኑ ለሆነ ዓላማ ተዘጋጅተውና በሰፊ ልዩነት እንዲያሸንፉ ታስቦ፣ከሳቸው ፕሮፋይል ዝቅ ያሉ፣ተሸናፊዎች ሆነው ቀርበውላቸው ነው…?

በመጨረሻም፣ እንደ ዜጋ፣ ዶ/ር ቴዎድሮስ ባገኙት ድል እጅግ ደስተኛ ነኝ፡፡ ለዚህም ነው የተሰማኝን ስጋት፣ ተገቢ ነው ካልኳቸው ጥቆማዎችና ጥርጣሬዎች ጋር አጣምሬ ላካፍል የወደድኩት፡፡ ያም ሆኖ ግን፣ እንዲህ አይነት ያልታሰበ ሲሳይ ሲመጣ፣ ሲሳዩን በፀጋ ከመቀበል ባሻገር፣ አልፎ አልፎም ቢሆን ይህንን ‹‹ፀጋ-መሳይ››፣በተገቢ ጥርጣሬና ጥንቃቄ ማየት ትክክል ነውና፣ ኢትዮጵያዊው ዳይሬክተር ጀነራል ዶ/ር ቴዎድሮስ አድኃኖም፣ቀጣዩን ፀሎት አብዝተው ቢፀልዩ መልካም ነው እላለሁ፡፡

በዕለተ ረቡዕ ማለዳ የዶክተር ቴዎድሮስ አድኃኖምን፣ በተባበሩት መንግስታት የዓለም ጤና ድርጅት ዳይሬክተር-ጀነራል በመሆን መሾማቸውን ስሰማ ወዲያው የተሰማኝ ስሜት፣ እንደ ማንኛውም ኢትዮጵያዊ፣ ልክ አትሌቶቻችን አንደኛ ወጥተው ወርቅ ሲሸለሙ የሚሰማው አይነት ነበር፡፡
ሰዓታት በተቆጠሩ ቁጥር ግን፣ በግል ንባቤም ይሁን በተባበሩት መንግስታትና በሌሎች ዓለም ዓቀፍ የእርዳታ ድርጅቶች ውስጥ ከነበረኝ የስራ ልምድ አንፃር እያየሁት፣ ብዙ ሃሳቦችን ማስተናገድ ጀመርኩ፡፡ በተለይ ደግሞ ዋና ዋና ዓለም አቀፍ ሚዲያዎችንና አንዳንድ ማህበራዊ ድረገጾችን ስከታተል፣ ይህ ስሜቴ እየተደበላለቀ መጣና ይህን ለመፃፍ ወሰንኩ፡፡
ትንሽ ላላ ካለው ጉዳዬ ልጀምር…
በመጀመሪያ እኔን በጣም የገረመኝ፣ ነገር ግን ምንም ሊያስገርም የማይገባው ነገር የዓለም አቀፍ ሚዲያዎች ለዜናው የሰጡት ደካማ ሽፋን ነው፡፡ እስከ ሌሊቱ 7 ሰዓት ድረስ አይኔን ቴሌቪዥን ላይ ቀስሬ፣ሰፋ ያለ ትንታኔ ወይም የዶክተሩን መመረጥ በተመለከተ የሆነ ዘገባ እጠባበቃለሁ፡፡ በእርግጥ በሹመቱ ሰዓት ላይ የሆነ ዘገባ እንደነበር ብገምትም፣ መላው ሚዲያ፣ እንኳንስ በንግግርና በትንታኔ ቀርቶ፣ ከቴሌቪዥን ስክሪኑ ስር በሚሄደው አጭር የፅሁፍ ዜና ላይ እንኳን አንድም ዜና ያለመዘገባቸው አሳዝኖኛል፡፡

በእርግጥ ሃቁ፣ ኖዓም ቾምስኪ የተባለው አሜሪካዊ ፀሃፊ ‹‹ማኑፋክቸሪንግ ኮንሰንት›› በሚለው መፅሃፉ ላይ እንዳለው ነው፡፡ በዓለም አቀፍ ሚዲያ ላይ ‹‹አስፈላጊ›› እና ‹‹አላስፈላጊ›› የተባሉ ዜናዎች አሉ፡፡ ለምሳሌ የሁለት አሜሪካዊያን በሆነ አገር መጥፋት ዜና ካለና፣ በዚያው ቀን በሆነች ደሃ ሃገር ላይ 2000 ሰዎች ያለቁበት የጎርፍ ወይም የመሬት መንቀጥቀጥ ቢከሰት፣አስፈላጊ የሆነው ዜና የሁለቱ አሜሪካውያን መጥፋት ነው፡፡
እናም ምንም እንኳን የትራምፕ ጉዞና የማንቼስተሩ ፍንዳታ ትልቅ ዜና እንደሆነ ለማመን ብገደድም፣ የእኚህን ዶክተር ሹመት ግን፣ ቢያንስ በቴሌቪዥን ስክሪኑ ስር በሚሄደው የፅሁፍ ዜና ስር ማጣት በጣም ያማል፡፡ በተለይ እንደ ኢትዮጵያዊነቴ በተሰማኝ ኩራትና ደስታ፣ የዓለም አቀፉን አመለካከትና ስሜት ለማወቅ ከነበረኝ ጉጉት አንፃር፡፡
ወደ ማህበራዊ ሚዲያ ስገባ ደግሞ Change.Org በተባለ ዌብሳይት ላይ፣ በዶ/ር ቴዎድሮስ ሹመት ላይ ተቃውሞ የሚያሰሙና ሹመታቸው እንዲታገድ ፊርማ የሚያሰባስቡ ኢትዮጵያውያንን ስመለከት ደነገጥኩ… ከዛም አፈርኩ፡፡ እኔ ዌብሳይቱን በከፈትኩበት ደቂቃ፣ 10,499 ሰዎች ሹመታቸውን በመቃወም ድምፃቸውን ሰጥተዋል፡፡ ከዚህ በተጨማሪ፣ ፌስቡክ ግራ በሚያጋባና ኢትዮጵያዊነትን በሚያጠራጥሩ ፅሁፎችና እሰጥ-አገባዎች ተሞልቷል፡፡
በሁሉም ማህበራዊ ሚዲያ ላይ ተቃውሞ ከሚያሰሙትና፣ ሹመቱን የደገፉትን በጅምላ ከሚሳደቡት መካከል ቢያንስ ከ95% በላይ የሚሆኑት ኑሮአቸውን በዲሞክራሲያዊ ሃገራት ያደረጉና ‹የማይረጥቡ ዓሶች› ተብለው የሚጠሩት ናቸው፡፡ እና ለራሴም ግራ ተጋባሁ…! እነዚህ ሰዎች ‹‹መቃወም›› የሚለው ቃል ‹ፅንሰ-ሃሳቡ› ይቅርና፣ ‹መንደርኛ› ትርጉሙም አልገባቸውም ማለት ነው…?›› ብዬ አሰብኩ፡፡ ለነገሩ፣ እነዚህን ሰዎች በማንኛውም ሃገራዊ ሃሳብ ተቃወምክ ማለት በቀጥታ ‹‹የኢህአዴግ አባል›› ነህ፣ ወይም ትንሽ ካዘኑልህ ደግሞ ‹‹የኢህአዴግ ተላላኪ›› ነህ፡፡
እናም ያሉኝን ይበሉኝ እንጂ፣ እኔ ኢህአዴግ የተባለው ፓርቲ በሚገዛት፣ኢትዮጵያ በተባለች ሃገር ውስጥ የምኖር አንድ ግለሰብ መሆኔን ነው የማውቀውና ጉዳዬን ልቀጥል።

እንደው አስተውላችሁ ከተከታተላችሁት፣ በምርጫው ይፋ መሆን ላይ ብቻ የዶክተሩ ስም ተጠራ እንጂ፣ በሂደቱ ውስጥ እኮ የምርጫው አጋፋሪው ‹‹ኢትዮጵያ›› ‹‹ፓኪስታን›› ‹‹እንግሊዝ›› እያለ ነበር ሶስቱን ተፎካካሪዎች ሲጠራ የነበረው፡፡ አሁን ለምሳሌ፣ የሱዳኑ አልበሽር፣ የዚምባቡዌው ሙጋቤና የኢትዮጵያው መንግስቱ ኃ/ማርያም፣ ‹የሄግ ጦር ፍርድ ቤት ፕሬዝዳንት ለመሆን የመጨረሻዎቹ ዕጩዎች ሆኑ…› ቢባል፣ እንደ ማንኛውም አፍሪካዊ እጩዎቹ አፍሪካዊያን በመሆናቸው ደስ ይለኛል፡፡
በመቀጠል ደግሞ ‹‹ኢትዮጵያ›› አሸንፋ መንግስቱ ኃ/ማርያም የሄግ ጦር ፍርድ ቤት ፕሬዝዳንት ቢሆን እንደ ኢትዮጵያዊ እጅግ በጣም ደስ ይለኛል፡፡ ይህን ደስታዬን ካጣጣምኩ በኋላ ነው፣ የመንግስቱ ኃ/ማርያምን ሃጢአትና የሄግ ሹመቱን በማመዛዘን፣ ሃጢአቱን ሃፉ ብዬ በዓለም አቀፍ መድረክ ምን ሊሰራ እንደሚችል ማሰብ የምጀምረው፡፡ በቃ ይህ የኔ አመለካከት ነው…! እንዲህ አይነት ጉዳይ ላይ፣ አንድ ኮሜዲያን የቀለደው ትዝ አለኝ።
‹‹ሰውየው ቀበሌ ስብሰባ ላይ ስለ ኤች-አይ-ቪ ኤድስ ትምህርት እየሰጠ ሳለ፤ ‹ኢትዮጵያ በኤች-አይ-ቪ ኤድስ በዓለም አንደኛ ናት…› ብሎ ተናግሮ ሳይጨርስ፣ አንዲት እናት ተነስተው ‹እ…ል…ል…ል…!› ብለው አቀለጡት›› በቃ እኔ እንደዚህ አይነት ዓለም-አቀፍ ጉዳይ ላይ በተመረጠው ግለሰብ ሳይሆን ‹‹በኢትዮጵያ›› ላይ ነው ትኩረቴና አመለካከቴ፡፡ ስለዚህ፣ 194 ሃገሮች አምነውበትና አጥንተው በመረጡት ኢትዮጵያዊ፣ እንዴት ኢህአዴግን ተቃዋሚ ስለሆንኩ የሃገሬን መመረጥ እቃወማለሁ…? በኔ ነፃ አመለካከት፣ ይህን የሚቃወም ሰው መብቱ ቢሆንም፣ ‹‹የዕብድነት መብቱን›› እያከበርኩለት፣ እኔም የመደገፍ መብቴን አስከብራለሁ፡፡ ከዚያ ውጪ ግን ‹‹እንዴት ይመረጣሉ›› የሚለው እምቧ-ከረዩ፣ ለኔ በዘመኑ ቋንቋ… ‹‹አይነፋም…!››

ይልቅስ በኔ በኩል በዶ/ር ቴዎድሮስ መመረጥ ላይ፣ እንደ ስጋትም ሆነ እንደ ጥቆማ የሚመስሉ ሃሳቦቼን ከተወሰኑ ምንጮች ጋር እያጋጨሁ፣በሁለት መሰረታዊ ጉዳዮች ላይ ብቻ ሃሳቤን ልግለጽ…
ከልክ ያለፈ ደስታ (Overexcitement)
በእርግጥ፣ የዶ/ር ቴዎድሮስ ሹመተ-ደስታ፣‹ከልክ ያለፈ› ይሁን አይሁን ማረጋገጫ ሚዛን የለም፡፡ ከሁኔታቸውና ከታሪካዊው ሹመት አንፃር (በድርጅቱ የመጀመሪያው አፍሪካዊ መሆናቸወን ልብ ይሏል) መቼም ሰው ናቸውና በተወሰነ መልኩ ከልክ ሊያልፍ ይችላል ብሎ መገመት ግን ቀላል ነው፡፡ ላይሆንም ይችላል…!
ነገር ግን ይህ ትንግርት አልፎና ሙሉ በሙሉ ስራውን በእጃቸው እስከሚያስገቡ ድረስ በሚፈጁት ‹‹ጥቂት ወራት›› ውስጥ ለሚያደርጉት ማንኛውም የስራ ስትራቴጂና ውሳኔዎች ትልቅ ጥንቃቄ ማድረግ ይኖርባቸዋል፡፡ ይህን ያልኩበት ምክንያት ‹‹አደርገዋለሁ›› እያሉ በጣም አስረግጠው ይናገሯቸው የነበሩት አንዳንድ ዓላማዎች አስደንጋጭ ስለሆኑና፣ ምናልባት በሃገራችን ያለው የምርጫ ስብከተ-ጎርፍ ወደ ዓለም-አቀፋዊው የቅዠት ዓለም ይዟቸው እንዳይሄድ ስለሰጋሁ ነው፡፡
ይህንን በምሳሌና ማስረጃ እናስደግፈው…
ዛምቢያዊቷ ኢኮኖሚስት ፕሮፌሰር፣ ዳምቢሳ ሞዮ Dead Aid - (መካን ትሩፋት) በተሰኘውና ዓለምን በአንድ ወቅት በከፍተኛ ሁኔታ ባነጋገረው ባለ 156 ገጾች መፅሃፏ ላይ፣ በተለይ ስለ ምዕራባውያን የዕርዳታ ‹ስረ-መሰሪ› ዓላማ ስትናገር፤ ‹‹በቅድመ ሁኔታዎች›› (With Conditionalities) በሚለው ንዑስ ርዕስ ስር እንዲህ ትላለች፡- (ገፅ 38)
‹‹ማንኛውም እርዳታ ሰጪ ሃገር የሚሰጠውን (ሰ-ላልቶ ይነበብ) እርዳታ ከሶስት ዋና ዋና ቅድመ-ሁኔታዎች ጋር ቋጥሮ ነው… 1) እርዳታ ተቀባዩ ሃገር በተሰጠው ገንዘብ የሚገዛቸውን ማንኛውንም አቅርቦቶች፣ ከእርዳታ ሰጪው ሃገር ወይም እርዳታ ሰጪው ሃገር ከፈቀደላቸው አቅራቢዎች መሆኑን፡፡ ከዚህ በተጨማሪም፣ በፕሮጀክቱ ላይ፣ ምንም እንኳን በጣም የተሻለ ባለሙያ በተረጂው ሃገር ቢኖርም፣ የእርዳታ ሰጪው ሃገር የሚቀጥረውን ማንኛውንም ሰው የመቀበል ግዴታ ይጨምራል፡፡ 2) በእርዳታው ገንዘብ የሚሰራው ፕሮጀክት ወይም ዘርፍ በቅድሚያ የሚመረጠው በእርዳታ ሰጪው ሃገር ነው፡፡ 3) የእርዳታው ቀጣይነት የሚወሰነውና የሚረጋገጠው፣ እርዳታ ተቀባዩ ሃገር፣ በእርዳታ ሰጪው ሃገር የተቀመጡትን ማንኛውንም ኢኮኖሚያዊና ፖለቲካዊ መርሆዎችን ተግባራዊ እስካደረገ ድረስ መሆኑ ናቸው…››
ዶ/ር ቴዎድሮስ፣ በጤና ሚኒስትርነት ስልጣናቸው ዘመን በጣም ከሚታወቁባቸው ዋና ዋና ችሎታዎቻቸው መካከል አንዱ፣ እርዳታ ሰጪ ግለሰቦችንም ሆነ ሃገራትን፣ በተለያዩ ፕሮጀክቶች ላይ ገንዘብ እንዲሰጡ የማሳመን ችሎታቸው እንደሆነ በገሃድ ይታወቃል፡፡ ይህ ማለት ደግሞ፣ ዳምቢሳ ሞዮ እንዳለችው፣ እርዳታ ሰጪዎቹ ከሚያስቀምጡት ቅድመ ሁኔታዎች ነፃ ይሆናሉ ማለት እንዳልሆነ ግልፅ ነውና፣ ይህንን ባህል ይዘው በዓለም-አቀፉ መድረክ ላይ እንደወረደ አደርገዋለሁ ቢሉ ከፍተኛ አደጋ አለው፡፡ እንዴት…?
ለምሳሌ… በጥቅምት 14፣2016 ጄምስ ሃምብሊን የተባለ ዘጋቢ፣ ድንበር የለሽ የሃኪሞች ድርጅት (MSF: Doctors without Borders) Pfizer ከተባለ ጉምቱ ዓለም-አቀፍ የመድሃኒት አምራች ድርጅት የተበረከተለትን PCV13 (Prevnar 13) የተባለ አንድ ሚሊዮን የኒሞኒያ ክትባት መድሃኒት ለመቀበል ፈቃደኛ ሳይሆን የቀረበትን ምክንያት ዘርዝሮ ፅፏል፡፡
ይህ ድርጅት ይህንን ዕርዳታ ለመቀበል ያልፈቀደበት ዋነኛ ምክንያት፣ የመድሃኒት አምራቹ ድርጅት ዋነኛ ዓላማ ምን እንደሆነ ስለተረዳ ነው እንጂ፣ በየዓመቱ 1.4 ሚሊዮን ህፃናትን ከሚያጠቃው የኒሞኒያ በሽታ ለመታደግ የሚያስችለውን አንድ ሚሊዮን የክትባት መድሃኒት ጥቅም ሳይረዳ ቀርቶ አይደለም፡፡ ነገሩ ወዲህ ነው…!
Pfizer በዋነኛነት ለዚህ እርዳታ መነሻ የሆነው ብልጠቱ፣ ይህ በዓለም ላይ በውድ የሚሸጠውን መድሃኒት ጠቀሜታ፣ በዚህ ታላቅ ስም ባለው ‹ድንበር የለሽ የሃኪሞች ድርጅት› ስም የበለጠ እውቅናውን ካስረገጠ በኋላ የፈለገውን ያክል የዋጋ ጭማሪ ለማድረግ የሚያስችለውን መታወቂያ ለመያዝ በመሆኑ ነው፡፡ በተቃራኒው ግን ከነፃ ስጦታ ይልቅ በቅናሽ ዋጋ ረዘም ላለ ጊዜ በገንዘብ እንዲሸጥላቸው ቢጠይቁም Pfizer መሰሪ ዓላማው ስለተነቃበት እምቢኝ አለ… የሃኪሞቹም ደርጅት ልዕልናቸውን ለማስጠበቅና፣ ከጊዜያዊ ጥቅም ይልቅ ለቀጣዩ ብዙ ዘመናት ዘላቂ መፍትሄ ለማያመጣ ነገር የነጋዴዎች መጠቀሚያ ላለመሆን ዕርዳታውን አሻፈረኝ አሉ፡፡
እናስ፣ እርዳታን በማስመጣት ትልቅ ልምድ ያላቸው ዶ/ር ቴዎድሮስ፣ በእርዳታ ስም ለሚቀሸቡና ከዓለም ታላላቅ ኮርፖሬት የመድሃኒትና ህክምና መሳሪያዎች፣ አትራፊ ከሆኑ ድርጅቶች ለሚሰነዘረው እጅግ መሰሪ ዓላማዎች ምን ያህል ንቁ ሆነው ‹‹በፍፁም አይሆንም…! No way…! የማለት ወኔ ይኖራቸዋል…?›› የሚለው ትልቅ ስጋት ይመስለኛል፡፡ በተለይ ጉዳዩ የቢሊዮን ዶላሮች ጉዳይ ሲሆን፣ ተፅዕኖው የግል ድርጅቶች ብቻ ሳይሆን የሃያላኑ ሃገራት ኢኮኖሚ ጉዳይ መሆኑ ሃቅ ነውና ያሰጋል።
እነዚህ ብልጣ ብልጦች ደግሞ፣ እንዲህ አይነቱን መሰረታዊ ክር የሚጎነጉኑት፣ ዳይሬክተር ጀነራሉ ገና በሁለት እግራቸው ሳይቆሙና የድርጅቱን ‹‹ጓዳ-ጎድጓዳ›› በደምብ ሳያጠኑ፣ገና በደስታና በተስፋ ባህር ውስጥ ባሉበት ጊዜ ነው፤ ዶ/ር ቴዎድሮስ ይህን ልዩ ስሜት ወደተሳሳተ ውሳኔና የማይቀለብሱት የቃለ-መሃላ ፊርማ እንዳይወስዱት ነው ቀዳሚው የግል ስጋቴ፡፡ ለነገሩ፣ አወዛጋቢ የተባለው ምርጫቸው፣በዚህ ተንኮል የተጎነጎነ እንደሆነስ በምን ይታወቃል…? እሱን ጊዜው ይፍታው…!

ስልጣናቸውን ለዶ/ር ቴዎድሮስ ከሚያስረክቡት ከዶ/ር ማርጋሬት ቻን ተመክሮ እንጀምርና፣ ከተመለከትኳቸው ብዙ መረጃዎች መካከል ሚዛን የደፋልኝን፣ በPMC US National Library of Medicine ድረ-ገፅ ላይ፣ Alexander S. Kekulé የተባለው ፀሃፊ ስለዘገበው፣ ስለ ምዕራብ አፍሪካ የኢቦላ ወረርሺኝና ስለ WHO ምላሽ አጠር አድርገን እንመልከት…
‹‹በመጋቢት13፣ 2014 የጊኒ ጤና ሚኒስቴር በሃገሪቱ ስለተከሰተው አስደንጋጭና አዲስ በሽታ በተመለከተ ለWHO እና ለMSF ደብዳቤ ፃፈ፡፡ ከ8 ቀናት በኋላ ወደ ፈረንሳይ ለላብራቶሪ ምርመራ የተላከው ናሙና ውጤት፣ በሽታው ‹ኢቦላ› መሆኑን ይፋ ሲያደርግና MSF ወዲያው ስራውን ሲጀምር፣ WHO ግን ጉዳዩን በጣም በተረጋጋ መንፈስ ከቁብም ሳይቆጥረው ዘገየ፡፡
ዳይሬክተሯ ማርጋሬት ቻን ለጉዳዩ አፋጣኝ ምላሽ ያልሰጡበት ዋነኛውም ምክንያት ደግሞ ከዚህ ቀደም Swine Flu ለተባለውና፣ ያን ያክል አሳሳቢ ላልነበረው በሽታ፣ ከፍተኛ በጀትና የሰው ሃይል፣‹‹የፈጥኖ ደራሽ ግብረ-ኃይል›› መድበው፣በገጠማቸው ከፍተኛ ተቃውሞ፣ ያንን ፈጥኖ-ደራሽ ቡድን ከሌሎች የድርጅቱ ክፍሎች ጋር በመቀየጥ አጥፍተውት ስለነበር ነው፡፡ በዚህም የተነሳ በመጋቢት 2014 ለተቀበሉት ደብዳቤ ምላሽ ለመስጠት እንቅስቃሴ የጀመሩት፣ ከ6 ወራት በኋላ በግንቦት 2015 አጋማሽ ላይ ነበር፡፡
WHO እንቅስቃሴውን በጀመረበት ግንቦት 2015 ላይ በሽታው ከጊኒ ባሻገር በላይቤሪያ፣ ሴራሊዮንና ናይጄሪያ እየተዛመተ መሆኑ ዜናው ደረሰ፡፡ ጊኒ ተጨማሪ ምላሽ ስትጠብቅ ከ9 ሰዎች ያልበለጠ የበሽታው ተጠቂዎችን ስታጣ፣ ላይቤሪያ በአስራዎቹ የሚጠጉ በሽተኞችን ለይታ በማስቀመጧ ተጨማሪ አደጋን ለመቆጣጠር ስትጥር፣ ናይጄሪያ በአውሮፕላን ማረፊያዋ ላይ ያገኘችውን አንድ በሽተኛ አግታ ራሷን ስትቆጣጠር፣ ሴራሊዮን ደግሞ የአሜሪካውን Metabiota: Virus Hunter ድርጅት በመቅጠር አሰሳ አሰርታ፣ ቫይረሱ በሃገሯ ባለመገኘቱ ግንቦት 25፣ 2015 ራሷን ‹‹ከኢቦላ-ነፃ›› ብላ ስታውጅ፣ አሁንም WHO ትርጉም ያለው እርምጃ አልወሰደም ነበር፡፡
ይህ በእንዲህ እንዳለ፣ ራሷን ‹‹ከኢቦላ-ነፃ›› ብላ ያወጀችው ሴራሊዮን፤ ከ3 ሳምንታት በኋላ በመቶዎች የሚቆጠሩ ዜጎቿ በቫይረሱ ተይዘው ትልቅ ችግር ተፈጠረ፡፡ ሴራሊዮን ከቫይረሱ መፈንዳት ባሻገር፣ ህዝቡ በፖለቲካዊ አመለካከቱ የተዛባ ስለነበር መንግስትን ‹‹እርዳታ ለማግኘት ብሎ ነው እንጂ በሽታው የለም›› በሚል ማስጠንቀቂያዎችን ባለመስማቱ ሃገሪቱ ትልቅ ችግር ውስጥ ገባች፡፡
እንዲህም ተፈጥሮ፣ WHO ወደ እርምጃ ለመግባት ተጨማሪ ሁለት ወራት ወሰደበትና በመጨረሻ በሃምሌ 2015 ላይ ዶ/ር ማርጋሬት፤ኢቦላን PHEIC (Public Health Emergency of International Concern) ብለው በማወጅ ወደ ስራ ገቡ፡፡ ነገር ግን ይህ እስኪሆን ድረስ ሃገራቱ የሰው ህይወት፣ የኢኮኖሚና የፖሊቲካ ኪሳራ ውስጥ ገብተው ብዙ ዋጋ ከፈሉ፡፡ ከ WHO መዘናጋት በተጨማሪ ደግሞ፣ ሃገራቱ የበሽተኛቸውን ቁጥር አሳንሰው በመዘገብና ‹‹በቁጥጥር ስር አውለነዋል›› በማለት የሚለቁት የውሸት ሪፖርት፤ሌላኛው ትልቁ የአደባባይ ውርደት ነበር፡፡ ጦማሪው አሌክሳንደር ቃል-በቃል እንዲህ ይላል...
‹‹The government of Conakry, Monrovia, and Freetown for their part had no interest in being burdened with travel and trade restrictions. Hence, they delivered spuriously low case numbers to Geneva for months and declared the situation as being under control. መግቢያችን ላይ ስለ ዶ/ር ቴዎድሮስ ብቃት በመቃወም ፊርማ ሊያሰባስቡ የሞከሩት ወገኖች፣ አካሄዳቸው አያምርም እንጂ፣ በሆነች ቀጭን መሰረት ላይ እንደተንጠለጠሉ ግልፅ ነው፡፡ ሌሎች ዓለም-አቀፍ ሚዲያዎችም በዶክተሩ የሃገር ውስጥ የወረርሺኝ ቁጥጥር ስኬታቸው ላይ አንዳንድ መሰረታዊ ጥያቄዎችን ማንሳታቸውም ይታወቃል፡፡ በተለይ ስለ ኮሌራው ወረርሺኝ በኢትዮጵያ መንግስት (ጤና ጥበቃ ሚኒስቴር) ይወሰድ ስለነበረው ደካማ እርምጃ…! እኔም በዚህ ጉዳይ ላይ እስማማለሁ…!
በመጀመሪያ ጉዳዩን በጠቅላላው ስናየው፤ የኢትዮጵያ መንግስት በየትኛውም መስፈርት በረሃብም ይሁን በወረርሺኝ የዜጎችን መሞት በገሃድ ያለማመን ትልቅ አባዜው አዲስ አይደለም፡፡ እኔም በብዙ የመስክ ስራዎቼ ላይ እንዳስተዋልኩት ‹‹ሞት›› በሚለው የጤና ጥበቃ ሪፖርት ላይ ‹‹ዜሮ››ን መመልከት አዲስ አይደለም፡፡ ዋነኛ ዓላማው የሃገርን ገፅታ መጠበቅ ይሁን ከፖለቲካዊ ኪሳራ ራስን መጠበቅ፣ ፍርዱን ለህዝብ እንተወው፡፡
በእርግጥ ማንኛውም መንግስት የትኛውም ወረርሺኝ ሲከሰት የሚወስዳቸው እርምጃዎች አሉ፡፡ እንደ አንድ ሉዓላዊት ሃገር መጀመሪያ በራሱ ለመቆጣጠር መሞከር፣ ካቃተው ደግሞ አሉ የተባሉትን አጋዥ ድርጅቶችን እርዳታ መጠየቅ፣ ወዲያውም ለህዝብ ይፋ ማድረግ። ይህ የራሱ የጊዜ ቀመር ሊኖረው እንደሚችል መገመት ቢቻልም፣ የሃገራችን የጤና ጥበቃ ሚኒስቴር በተገቢው መንገድ እርምጃ ወስዷል፣ በተገቢው ጊዜ የሌሎችን እርዳታ ጠይቋል፣ በተገቢው ጊዜ ለህዝብ ይፋ አድርጓል… ማለት ዘበት ነው፡፡
ዶ/ር ቴዎድሮስ በተለያዩ ሚዲያዎች በትችት ስለተነሱበት የመጀመሪያው የኦሮሚያ የኮሌራ ወረርሺኝ ጠለቅ ብዬ ስለማላውቅ እሱን ልተወውና፣ ባለፈው ዓመት በአዲስ አበባ ስለተከሰተው የኮሌራ ወረርሺኝና በመንግስት በኩል ስለነበረው የተሳሳተ እርምጃ የማውቀውን ያህል ልናገር፡፡ በወቅቱ በአዲስ አበባ በሽታውን ለመቆጣጠር እርዳታ የተጠየቀው የMSF ሰራተኛ የነበርኩ ከመሆኔ አንፃር፣ መንግስት የተሳሳተ እርምጃ ከወሰደባቸው ነገሮች አንፃር አንደኛውና፣ በዚህኛውም ሆነ በቀደመው የወረርሺኙ ዙር ወቅት በሽታውን ‹‹አጣዳፊ ተቅማጥና ትውከት›› ብሎ የመጥራቱ ነገር በጣም አስቂኝ ነበር፡፡ ይህን ወረርሺኝ ለመቆጣጠር በየጤና ተቋማቱ ይዘረጉ የነበሩት የህክምና ጣቢያዎች ዓለም-አቀፋዊ ስማቸው CTC (Cholera Treatment Center) ሆኖ ሳለ ‹‹አጣዳፊ ተቅማጥና ትውከት፡ AWD: Acute Watery Diarrhea›› ማለቱ ብቻ በራሱ ትልቅ ጥያቄ ነው፡፡
ሁለተኛው ደግሞ፣ መንግስት (በዶ/ር ከሰተብርሃን አድማሴ የሚመራው ጤና ጥበቃ ሚኒስቴር) ባለፈው ዓመት የተከሰተውን የኮሌራ ወረርሺኝ፣ ወዲያው ይፋ ማድረግና አፋጣኝ ዓለም-አቀፋዊ እርዳታ መጠየቅ ሲገባቸው፣ጭራሽ በየጤና ተቋማቱ የመቆጣጠሪያና የማከሚያ ድንኳናት እንዳይተከሉ፣ እንዲሁም ለማንኛውም የውጪም ሆነ የሃገር ውስጥ የዜና ምንጮች መረጃ እንዳይሰጥ ክልከላና ቁጥጥር ማድረጋቸው በራሱ ተገቢ አልነበረም፡፡ የአንድ ሰው ህይወትም ቢሆን ዋጋ አለውና፡፡
ይህን ውሳኔ በሌላ በኩል ስናየው ደግሞ፣ ወረርሺኙን በፍጥነት ይፋ ያለማድረጋቸው መሰረታዊው ዓላማ፣ በሽታውን መቆጣጠር እስከተቻለ ድረስ፣ ዜናውን ማሰራጨቱ በህብረተሰቡ ውስጥ ሊፈጠር የሚችለውን ፍርሃት፣ በሃገራችን ገፅታና ኢኮኖሚ ላይ ሊደርስ የሚችለውን ጉዳት ከመታደግ ሊሆን እንደሚችል መገመትም ቀላል ነው፡፡ ያም ሆነ ይህ፣ በሽታውም የዋዛ ስላልነበርና ስርጭቱ እየተፋጠነ ስለመጣ፣ እጃቸውን ሰጥተው፣ በየክፍለ-ከተማው ባሉ ጤና ጣቢያዎች ድንኳናት ተተክለውና፣ ስለ በሽታውም (አጣዳፊ ተቅማጥና ትውከት በሚል) ድራማዊ በሆነ መንገድ ጭምር በቂ መረጃ በመገናኛ ጣቢያ እየተሰጠ፣ በአጭር ጊዜ መቆጣጠር ተችሏል፡፡ ይህ ማለት ግን ሂደቱን ትክክል አያደርገውም… ምክንያቱም በነዚያ ቀናት ውስጥ የሞተው ሰው ቁጥር፣ እንኳን ሃቁ፣ መንግስት አምኖ የዘገበውም በራሱ አሳዛኝ ነውና…!
ስለዚህ ዶ/ር ቴዎድሮስም የዚህ ፖለቲካዊ ተፅዕኖ ተካፋይና ዋና ተዋናይ ከመሆናቸው አንፃር፣ አሁን በተመደቡበት ታላቅ ስልጣን ላይ እንዲህ አይነት ‹‹የቤት አመል›› እይዛለሁ ወይም አስተናግዳለሁ ቢሉ፣ ምናልባትም ከዶ/ር ማርጋሬት ቻን በላይ መቼም ሊወጡት የማይችሉት ትልቅ ኪሳራና ውድቀት ውስጥ ሊገቡ ይችላሉና ከወዲሁ ቢያስቡበት መልካም ነው እላለሁ፡፡ ያም ሆኖ ግን ይህ ኪሳራ እንዳይደርስባቸው ምኞቴ ነው…!!! ተስፋዬም ነው…!!!

በእርግጥ ይህ ርዕሰ-ጉዳይ በራሱ በሰፊውና በተለያዩ ማዕዘናት ሊተነተን የሚችል ቢሆንም እኔ በተቻለኝ መጠን ከላይ ባለው መንገድ የግል አመለካከቴን ለመጠቅለል ሞክሬአለሁ፡፡ ነገር ግን ብዙ በጥያቄ የምንተዋቸውን ሌሎች መሰረታዊ ጉዳዮችን መዘንጋት የለብንም፡፡
የዓለም ጤና ድርጅት የመሪው ምርጫ ላይ በዚህኛው ዙር ፊቱን ወደ አፍሪካ ማዞሩ፣ እውነት የፍትሃዊና አህጉራዊ የስልጣን ጠበል-ጠዲቅ ነው ወይስ ሌላ የተደበቀ አጀንዳ ቢኖረው ነው…?
ዶ/ር ቴዎድሮስን ለቦታው እንዲመረጡ ካደረጉ ጠንካራ ጎኖቹ መካከል፤ ‹‹የማህበረሰብ ጤና›› የትምህርትና የስራ ልምድ ባሻገር፣ ‹‹የፖለቲካ ተሳትፎና ልምዳቸው›› ይነሳል፡፡ ነገር ግን ዶክተር ቴዎድሮስም ሆኑ፣ ለውድድር ቀርበው በመጨረሻው ዙር የታጩት በሙሉ፣ ወደዚህ ደረጃ የደረሱት ከሌሎች ተመራጮች በልጠው ተገኝተው ነው… ወይስ ዶክተር ቴዎድሮስ ቀድሞውኑ ለሆነ ዓላማ ተዘጋጅተውና በሰፊ ልዩነት እንዲያሸንፉ ታስቦ፣ከሳቸው ፕሮፋይል ዝቅ ያሉ፣ተሸናፊዎች ሆነው ቀርበውላቸው ነው…?
በየወሩ ወደ ግማሽ ሚሊዮን ብር የሚጠጋ (በግምት ወደ 460ሺ ብር) ገደማ ለሚያስገኘውና ለኢትዮጵያዊ አስደንጋጭ ለሆነው ደመወዝ፣ዶ/ር ቴዎድሮስ ምን አይነት መርህና ሰብዕና ይኖራቸዋል…?
ዶ/ር ቴዎድሮስ ይህንን እና መሰል ጥርጣሬዎችን በመገልበጥና ታሪካዊ ስኬት ፈፅመው፣ አፍሪካንም ሆነ ኢትዮጵያን በማኩራት አምስቱን አመት ጨርሰው ወደ አስራኛው ዓመት ጉዞ ይሄዱ ይሆን…? ተስፋ ማድረግ መልካም ነው…!

በመጨረሻም፣ እንደ ዜጋ፣ ዶ/ር ቴዎድሮስ ባገኙት ድል እጅግ ደስተኛ ነኝ፡፡ ለዚህም ነው የተሰማኝን ስጋት፣ ተገቢ ነው ካልኳቸው ጥቆማዎችና ጥርጣሬዎች ጋር አጣምሬ ላካፍል የወደድኩት፡፡ ያም ሆኖ ግን፣ እንዲህ አይነት ያልታሰበ ሲሳይ ሲመጣ፣ ሲሳዩን በፀጋ ከመቀበል ባሻገር፣ አልፎ አልፎም ቢሆን ይህንን ‹‹ፀጋ-መሳይ››፣በተገቢ ጥርጣሬና ጥንቃቄ ማየት ትክክል ነውና፣ ኢትዮጵያዊው ዳይሬክተር ጀነራል ዶ/ር ቴዎድሮስ አድኃኖም፣ቀጣዩን ፀሎት አብዝተው ቢፀልዩ መልካም ነው እላለሁ፡፡
